In 1861, President Abraham Lincoln ordered that Government offices be closed for a local day of Thanksgiving. In 1863, he issued a proclamation that set the precedent for succeeding presidents to issue a Thanksgiving Day address and moved the holiday to be observed by the nation on the same day.
